No privy vault, cesspool or reservoir, into which a privy, water closet, cesspool, stable or sink is drained, shall be constructed, dug or permitted to remain within fifty feet of any well, spring or other source of water used for drinking or culinary purposes. No such vault, cesspool or reservoir shall be built or permitted to remain at any place where the bottom of the same is higher than any spring or well.
