All privy vaults, cesspools and reservoirs in the City shall, from May 15 to October 15 of each year, be thoroughly disinfected once every month, and all vaults, cesspools and reservoirs that become offensive or injurious to health shall be cleaned. However, no person, other than a licensed privy cleaner, shall empty or clean any privy vault, cesspool or reservoir.
