The City Manager shall cause notice of the numbering plan set forth in this chapter to be given in the Johnstown Tribune-Democrat, requiring property owners in all parts of the City where the plan set forth in this chapter necessitates a change of the former house or door number to forthwith place or cause to be placed on or over the door or doors of such houses or other structures the proper number as shown on such plan, which plan is on file in the office of the City Engineer. No property owner shall fail to comply with such notice within ninety days of the time the same is published.
