Any person duly registered as a master plumber who desires to file plans with the Plumbing Inspector for the installation of plumbing or house drainage shall, before such plans are approved and a permit is issued, pay to the Director of Finance fees as set forth in Section 1422.04(a) for each plan. However, where two or more buildings are being built by one owner at the same time on the same street and between two intersecting streets, a single plan shall be sufficient, with a fee for each separate unit. Payment of the fee shall be noted upon the plan.
