(a) There is hereby adopted by the City , in its entirety, for the purpose of regulating the design of building envelopes for adequate thermal resistance and low air leakage and the design and selection of mechanical, electrical, service water-heating and illumination systems and equipment which will enable effective use of energy in new building construction. It is intended that these provisions provide flexibility to permit the use of innovative approaches and techniques to achieve effective utilization of energy, that certain code known as the International Energy Conservation Code, 2003 edition, as published by the International Code Council, Inc. This code is not intended to abridge safety, health or environmental requirements under other applicable codes or ordinances, save and except such provisions as are hereinafter deleted or amended.
(b) Not less than one copy of such Code is on file with the Assistant City Manager and the Assistant City Manager shall keep the same with the ordinance book of the City and make the same available for public use, inspection and examination.
