(a) No person shall make any encroachment on any sidewalk, street, square or alley in the City by building or setting up any wall, bulk, jut window or other encumbrance, whereby passage is incommoded.

(b) From and after the passage of this subsection (Special Ordinance 102, passed September 21, 1891), where any building is being built or erected of three or more stories in height, and to which building fire escapes must be attached under the laws of the Commonwealth or of the City, no owner of such building shall occupy three feet of the sidewalk in front of such building for the purpose of erecting columns, ladders or posts. The foundation for the same to support any balcony or landing shall not exceed five feet in width for such fire escape. However, where the pavement in front of such building is less than nine feet but not less than seven feet in width, the columns or posts and the foundation for the same shall not extend over two feet on such sidewalk and the balcony or landing overhead shall not extend over four feet in width. Where the sidewalk is less than seven feet in width, such columns or posts and the foundation for the same shall not extend over one foot on such sidewalk and the balcony or landing overhead shall not extend over three feet in width. All brackets connected to such columns or posts for the purpose of giving support to any balcony or landing must be constructed at least eight feet above the sidewalk so as not to interfere with the passing of pedestrians underneath.
