Any person other than City Council or the City Planning Commission requesting an amendment of this chapter (including a curative amendment) shall pay a fee of two hundred fifty dollars ($250.00) at the time the request is filed with the City. This fee shall cover the cost of advertising of the aforesaid notice, the cost of stenographic service, necessary administrative overhead, and any other expenses incurred in connection with such application, provided, however, that if the total of the aforesaid costs and expenses does not exceed the amount provided, any difference shall be refunded to the applicant. In the event the aforesaid costs and expenses exceed the two hundred fifty dollar ($250.00) fee, the applicant shall reimburse the City for such excess.
