(a) Any structure for which a permit has been obtained and the construction of which has started, or for which a contract has been let pursuant to a permit issued, prior to the passage of this chapter, may be completed and used in accordance with the plans on which such permit was granted.
(b) During a period of 60 days from the date of introduction in Council of any bill which proposes a change in the regulations, district boundaries or classifications of property, the Building Code Official shall accept no application for permits within the area involved in such change for any use or structure which would be forbidden under the proposed rezoning, unless Council has disapproved the proposed change within such 60-day period.
