1260.143   DWELLING UNITS ON SECOND STORY OF BUILDINGS.
   Dwelling units on the second story of business establishments shall be permitted as a special exception in C1 and C2 Commercial Districts subject to the following standards:
   (a)   Within the building there may be not more than one dwelling unit for each 1,500 square feet of space on the ground floor.
   (b)   Dwelling units shall be only on the second floor.
   (c)   There shall be private entrances from the street, each of which serves not more than four such units.
   (d)   Light, air, and ventilation for reasonable protection of the residents of each dwelling unit shall be permanently assured.
   (e)   If such dwelling units are in a building exceeding two stories in height, the Board shall be satisfied that the dwelling units are reasonably insulated and protected from adverse effects of commercial uses on higher floors.
   (f)   In each instance, the Board shall determine that the intended mixture of uses will not be detrimental to the safety and general welfare of the residents.
