1260.139   ONE-FAMILY DWELLINGS AND INSUFFICIENT LOT SIZE.
   One-family dwellings on a recorded lot insufficient in size to meet the area requirements shall be permitted as a special exception in all R Residential Districts subject to the following standards:
   (a)   A one-family dwelling on a recorded lot insufficient in size to meet the requirements for a one-family dwelling and/or to provide a build able area of the lot 25 feet wide and 30 feet deep, provided that the lot is a separate lot in a subdivision plat recorded prior to the effective date of this Zoning Code and fronts upon a public street or a street in an approved plan of land subdivision; that a majority of the properties within the same block frontage, on both sides of the street, are improved with dwellings on lots of similar or smaller size; that rear yards and side yards may be reduced in accordance with the provisions for such yard reductions on substandard lots of record in an R1 District, as set forth in Section 502 and in R2 and R3 Districts, as set forth in Sections 1260.062 and 1260.063; and that the Board finds that the erection of the proposed dwelling is in accordance with the character of the neighborhood and would not be detrimental to surrounding properties.
