All land annexed to the City after the effective date of this chapter shall be classified automatically as an S Conservancy District, except land classified under a zoning ordinance of the former political subdivision. In the latter case, the prior zoning classification shall apply until changed by an amending ordinance. The Planning Commission shall recommend to Council appropriate zoning for the annexed area within not more than six months after the effective date of such an annexation, and until Council has adopted a zoning plan, the provision of Sections 1260.190 and 1260.191 relative to nonconformity termination shall not apply to such annexed area.
