The purpose of this chapter shall be designed:
(a) To protect and preserve the authentic historical, cultural, and architectural integrity of the neighborhoods of the City of Johnstown, including but not limited to National Register Historic Districts; the design of new buildings, building additions, and major exterior modifications compatible with the building styles and characteristics historically associated within each respective neighborhood; and encouraging uses that complement the use and reuse of historic structures and sites.
(b) To prevent one or more of the following: overcrowding of land, blight, danger and congestion in travel and transportation, loss of health, life or property from fire, flood, panic or other dangers.
(c) To provide for the use of land within the City for residential housing of various dwelling types encompassing all basic forms of housing, including single-family and two-family dwellings and a reasonable range of multi-family dwellings in various arrangements, and mobile homes and mobile home parks.
(d) To accommodate reasonable overall community growth, including population and employment growth, and opportunities for development of a variety of residential dwelling types and non-residential uses.
(e) To facilitate the development of the City to fulfill the goals and objectives of the City of Johnstown updated Comprehensive Plan dated 1998, in developing the City primarily as a residential area with the preservation of natural beauty, and dispersed supplemental non-residential development.
