(a) Requests for the installation of any proposed monument in any park or open space of the City shall be made in writing to the City Clerk with a simultaneous copy to the City Manager. The request shall describe the proposed monument, its exact size and shape, its material composition and its color, including the foundations, the exact location proposed and a complete rendition of any sculpture, base relief and inscriptions to be part of the monument.
(b) All monuments to be added to any park or public open space shall be made of stone, bronze or noncorrosive metal.
(c) No monument shall be placed within seventy-five feet of another monument, except as part of a situation wherein the monuments in question are clearly interrelated.
(d) Monuments shall be limited to the commemoration of:
(1) Events or persons of importance in the history of Johnstown; or
(2) Matters involving Johnstown's or Johnstown citizens' roles in wars, national emergencies or events of major significance in the history of the City, Cambria County, the State of Pennsylvania or the United States of America.
No monuments shall have a subject matter which is political, religious or the policy agenda of some crusading group or individual.
(e) The City Manager may convene a meeting of all certified registered professional architects headquartered in Johnstown to review plans for proposed monuments and make suggestions as to their placement, including their not being placed at all.
(f) After having reviewed plans as submitted and after having received any comments or recommendations from the committee of architects, if the proposed monument meets all requirements of this section, the City Manager shall present the matter to Council with or without a recommendation.
(g) No monument with mechanical, electrical and/or plumbing accoutrements shall be accepted by the City for maintenance until such accoutrements are determined to be in working order by the Public Works Department.
(h) No monument shall be installed within any park or open space without the positive affirmative vote of Council.
