No person shall be permitted to be in or on, or to frequent, any City-owned park or playground from 9:00 p.m. until 6:00 a.m. of the following day May through August and 7:00 p.m. until 6:00 a.m. of the following day September through April, with the following exceptions:
(a) An event approved by the City Manager will be permitted;
(b) Parks that have lights for the purpose of after dark programming; and
(c) Pedestrians will be permitted use of the walkways in Central Park for the express purpose of commuting between streets bordering the Park.
