No person shall picnic or lunch in any place in or on any park, public property or public facility other than in an area designated for that purpose. All regulations with regard to the use of picnic areas shall be prescribed by the Director of Public Works, subject to the approval of Council, and all such regulations are hereby made a part of this chapter by reference. No person shall violate or fail to comply with any such regulation.
