No person shall swim, bathe or wade in any water or waterway in or adjacent to any park facility or any fountain, except in such waters and such places as are provided therefor and in compliance with regulations as are herein set forth or which may be hereafter adopted. No person shall frequent any waters or places customarily designated for the purpose of swimming and bathing or congregate thereat when such activities are prohibited by the Director of Public Works upon a finding that such use of the water would be dangerous or otherwise inadvisable.
