No person shall throw, discharge or otherwise place or cause to be placed into the waters of any fountain, pond, lake, stream or other body of water in or adjacent to any park, public property or public facility, or into any tributary, stream, storm sewer or drain flowing into such water, any substance, material or thing, liquid or solid, which will or may result in the pollution of such water.
