As used in this chapter:
(a) "Director" means the Director of Public Works.
(b) "Park" means a park, reservation, playground, recreation center or any other area in the City owned or used by the City and devoted to active or passive recreation.
(c) "Public property" and "public facility" mean any real or personal property or public facility owned, leased, dedicated or used by the City, including all athletic fields, golf courses, band shells, fountains, etc.
