(a) All persons owning or using property connected to the City sewage collection system and served with metered water service by a water utility shall pay a monthly rental or charge for sanitary sewage collection services based on the quantity of water used, as evidenced by meter readings of water meters installed for the purpose of measuring water purchased for and furnished by a water utility and such other meters as may be installed pursuant to any provision, as set forth below. There shall be, where applicable, a determination of the total number of billing units for which such persons are responsible, and the following charge shall be imposed for each such billing unit:
The following rates structure will remain in effect immediately upon passage of this ordinance and continuing through April 14, 2021:

(b) Such minimum rental and charges shall be imposed on each billing unit the same as if each unit were separate and apart from the other. Sewage collection charges in excess of the minimum charge on each such billing unit shall be determined by dividing the total water consumed by the number of billing units involved and by applying the rate schedule to the quantity so determined.

(c) The City will allow the charges introduced with this subsection to be retroactive for all consumers with over 200,000 gallons of usage if all payments due are paid in full by March 31, 2016. (Ord. 5197. Passed 3-23-16.)
(d) Water Leak Adjustment.
(1) Situations involving leaks may occur that are beyond the control of the responsible water customer, and may result in an adjustment being granted. However, only one leak adjustment will be granted per person per metered account. Requests for leak adjustments should be submitted on the appropriate form available in the City Manager's Office.
(2) No bill will be adjusted unless the cause of the leak has been determined, repaired and consumption has returned to normal. The City Manager or her designee will be responsible for administering all requests for water leak adjustments. If an adjustment is granted, billing shall be revised as set forth below.
A. Leak adjustments ("at single-family residential accounts") shall be adjusted to forty-five dollars ($45.00) plus average bill calculated using the past eight quarters, if available, or latest account history.
B. Leak adjustments ("at commercial, industrial, institutional or multi family accounts") shall be adjusted to forty-five dollars ($45.00) plus an amount equal to one-half of the amount due under the current rate schedule for all water passing through the meter or delivered to the property.
