1042.10   POLICY FOR NEW SANITARY SEWER SERVICE CONNECTIONS.
   (a)   For all customers who are relocating within the service area, the status of a customer’s prior sewage account will be obtained and reviewed by the Greater Johnstown Water Authority. For customers with a balance of fifty dollars ($50.00) or less, the customer will have the option of either paving the balance off or moving it to his or her new account. For customers with a balance of more than fifty dollars ($50.00), no water service will be authorized until the balance is paid down to fifty dollars ($50.00).
   (b)   At the end of each month, the water authority will prepare a list of customers to whom this policy applies (i.e., customers who have moved within the same service area). The list will include the customers’ names, new account numbers, old account numbers and the balances of the old account numbers. None of these balances should be over fifty dollars ($50.00).
   (c)   Utilization of a payment agreement may be permitted if a customer contacts the Department of Finance office and enters into a satisfactory payment agreement. To assure that a payment agreement has been executed, a customer who owes more than fifty dollars ($50.00) and does not pay off the balance will be required to obtain a waiver of payment form from the Department of Finance office. Upon obtaining this form, the customer will present the document to the Greater Johnstown Water Authority, which will verify that the form has been authorized by a representative of the Department of Finance.
