1042.09   TAP-IN FEES: TAP-INS BY OTHER THAN CITY PERSONNEL.
   (a)   Any person who desires to tap into or use the public sanitary and/or storm sewerage systems of the City shall pay to the Department of Finance sewer tapping fees and charges as follows:
      (1)   A fixed tap-in charge as established by the Director of the Department of Finance for each and every building or structure to be tapped;
      (2)   An additional fee equal to the actual cost to the City, on a time (including overhead) and material basis, for the installation of the sewer tap. Prior to the start of construction, the City shall furnish an estimate of the total cost of such installation. One-half of such estimate shall be paid to the City before the start of construction. The balance of the actual cost shall be paid to the City within thirty days of the completion of the tap installation.
   (b)   In lieu of the tap installation by the City, the person requesting the tap may have the same done at its own expense by a qualified person in accordance with all applicable ordinances of the City and under the direction of and inspection of the Sewage Compliance Officer, plus the fixed tap-in charge as established by the Director of the Department of Finance.
