1040.02 PLACEMENT OF UTILITY WIRES UNDERGROUND IN CERTAIN DISTRICT.
   (a)   That portion of the City within the area bounded by Adam Street on the east, Union Street on the west, the property of Cambria Steel Company on the north and the Stonycreek River on the south is hereby defined as the district within which electric light, telephone and telegraph wires shall be placed underground in conduits.
   (b)   Prior to August 1, 1904, all overhead electric light, telephone and telegraph wires now maintained in or upon any of the public streets and highways of the City within the district described in subsection (a) hereof shall be placed underground, and all poles and supports sustaining the same shall be removed. However, each company or corporation which has been granted, or which may hereafter be granted, the right to use such streets and highways for the distribution of electric current, or for transmitting communications by telephone or telegraph, may maintain such necessary terminal poles within such district, with wires leading to and from such terminal poles and the underground conduits and the various buildings and customers it serves, as the City Engineer may determine necessary for the proper exercise of its functions.
   (c)   From and after August 1, 1904, no overhead wires for the conveyance of electricity for any purpose shall be strung or maintained in any of the streets and highways of the City within the district described in subsection (a) hereof.
