At private driveways in any zoning district, including entrance driveways to service stations, retail establishments, parking lots, garages, storage yards and residential properties, the sidewalk portion of the driveways may, under the supervision of the Director of Public Works or his or her designee, and to the lines and grades established by the Director or his or her designee, be laid with the same materials as the street paving from the curb line to the property line. Expansions or extensions to existing driveways shall also be under the supervision and review of the Director or his or her designee. No new driveways or expansions to existing driveways shall be constructed before approval has been received by the Director or his or her designee as to the width, grades, closures and materials to be used in such construction. Any filing of charges and enforcement actions deemed necessary to obtain compliance shall be done by the Director or his or her designee.
