Whenever the lines and grades of any street within the City, and the width of the sidewalks thereon, are defined by ordinance or by a duly adopted plan, the owner of any lot or ground fronting thereon shall, without delay, cause the sidewalk to be laid and the curb set on the outer or street line, and at the crossing of all public alleys, courts, places, etc., with stone, granite or concrete curbing and cement concrete sidewalk, placed in accordance with the specifications adopted in Section 1020.03 and in accordance with the lines and grades established by the City Engineer.
