The Kernville District is hereby created as of the effective date of this chapter. The Kernville District shall continue in existence until such time as all project costs of the Project Plan are fully paid or provided for. The Authority currently estimates that the duration of the District will be five years. City Council hereby determines that the requisite time provided for under the Act subsequent to the public hearing has passed as of the date of adoption of this chapter.
