The Director of Finance is hereby charged with the enforcement and collection of the realty transfer tax and is hereby authorized to promulgate and enforce reasonable regulations for such enforcement and collection. The regulations which have been promulgated by the Pennsylvania Department of Revenue under 72 P.S. Sections 8101-C et seq., are hereby incorporated into and made a part of this chapter as if fully set out herein.
