The Director of Finance shall mail to any taxpayer who has elected to pay his, her or its taxes on the installment plan, a written notice ten days before the date on which the second, third and fourth installments are due and payable, which notice shall also state that unless the payments are made when due under the installment plan, a surcharge of ten percent will be added.
