For the calendar year 1987, and annually thereafter, there is hereby imposed for general revenue purposes a flat rate occupation tax of ten dollars ($10.00) on all occupations having a valuation as assessed on the assessment rolls of the County and made taxable by the laws of the Commonwealth, of all persons residing in the City over the age of eighteen years.
