(a) As used in this chapter, the following terms shall have the meaning indicated:
(1) "Event operator or promoter" means any person(s) within the public, private, or not-for-profit sectors responsible for the production and/or management of an event from conception through to completion.
(2) "Festival area" means any area, whether indoors or outdoors, designated by the City of Johnstown for the display and/or sale of merchandise, food and/or beverages during festivals and celebrations occurring within the City.
(3) "Person" includes any natural person, corporation, partnership, association, or firm.
(4) "Vendor" includes any person engaged in the sale of food or merchandise during events of celebrations but not regularly so engaged during the remainder of the year.
(b) The singular shall include the plural, and the masculine shall include the feminine and the neuter.
