In recognition of the importance of events, festivals, and celebrations to the economic vitality of the City of Johnstown, the purpose of this chapter is to protect, support, and sustain such events to create a favorable environment for attracting new events, and provide for traffic control, crowd control, and the regulation of certain business activities during the events and festivities in order to protect the safety and well-being of the citizens of the City, its visitors and their property.
