No person, whether as principal or agent, shall begin a transient retail business within the City for the sale of any goods, wares or merchandise by hiring a place or occupying a room, apartment, store, shop, building or other structure, for the exhibition and sale of such goods, wares or merchandise, without first obtaining a license therefor from the Director of Finance.
