No person who is not in the employ of a permanently established photographic portrait and/or commercial studio in the City or who is a transient or nonresident photographer who makes or exposes negatives for compensation or for advertising, direct or indirect, shall engage in the business of photography or the taking or exposing of negatives for compensation, profit or advertising, in the City, without first having obtained a license to do so as provided in this chapter.
