As used in this chapter:
(a) "Photographer" means any person engaged in the business of portrait and/or commercial photography who establishes, conducts and maintains a permanent studio in the City.
(b) "Transient photographer" means any itinerant photographer, picture or view taker, coupon salesman, enlargement solicitor or canvasser therefor, and/or any person who takes, peddles, sells or delivers any negatives, films, photographs, prints or enlargements within the City.
