834.04 INVESTIGATIONS: REASONS FOR DISAPPROVAL OF APPLICATIONS.
   (a)   Upon receipt of an application for a license required by this chapter, the Director of Community and Economic Development shall cause an investigation to be made of the applicant's business reputation and moral character. The Director of Community and Economic Development is limited to seven days to conduct this investigation.
   (b)   The Director of Community and Economic Development shall approve the application unless such investigation discloses tangible evidence that the conduct of the applicant's business would pose a substantial threat to the public health, safety, morals or general welfare. In particular, tangible evidence of any of the following will constitute a valid reason for disapproval of an application:
      (1)   The applicant has made willful misstatements in the application.
      (2)   The applicant has outstanding fines, unpaid taxes, unpaid fees, or outstanding bills due to the City.
