832.01 DEFINITIONS.
   As used in this chapter, unless the context clearly indicates otherwise:
   (a)   "All-weather cohesive dust-free surface" means a surface comprised of hot-mix asphalt pavement or a Portland cement concrete pavement, as further defined below:
      (1)   Hot-mix asphalt pavement means pavement consisting of a surface course of mineral aggregate coated and cemented together with asphalt cement on supporting courses such as asphalt bases; crushed stone or gravel; or on a Portland cement base.
      (2)   Portland cement concrete pavement means pavement composed of Portland cement concrete, aggregates and water on a supporting course such as crushed stone or gravel.
   (b)   "Commercial parking place" and "parking place" mean any place within the City, whether wholly or partially enclosed or open, at which motor vehicles are parked or stored for any period of time in return for a consideration, not including any parking area or garage to the extent that it is provided or leased to occupants or a residence on the same or other premises for use only in connection with, and as accessory to, the occupancy of such residence, and not including any parking area or garage operated exclusively by an owner or lessee of a hotel, apartment hotel, tourist court or trailer park, to the extent that the parking area or garage is provided to guests or tenants of such hotel, apartment hotel, tourist court or trailer park for no additional consideration.
   (c)   "Consideration" means a consideration received upon an express or implied contract or under a lease or otherwise, whether or not separately stated, and whether or not paid, provided or allowed by a principal or by some other person.
   (d)   "Gross receipts" means the monetary amount of the aggregate consideration from transactions.
   (e)   "Month" means any calendar month.
   (f)   "Operator" means any person operating a parking place or receiving the consideration for the parking or storing of motor vehicles at such parking place.
   (g)   "Person" means any natural person, partnership, unincorporated association or corporation. Whenever used in any provision prescribing a fine or penalty, "person," as applied to partnerships, means the partners thereof; as applied to unincorporated associations, the members thereof; and as applied to corporations, the officers thereof.
   (h)   "Transaction" means the transaction involved in the parking or storing of a motor vehicle at a commercial parking place for a consideration.
