The Director/Chief of Police and members of the Police Department of the City shall at all times have access to cabarets, and if at any time the Director/Chief of Police finds that there has been any exhibition of indecent or immoral character, and that the future maintenance of such cabaret is injurious to the public welfare or morals, or is a disturbance to the peace and quiet of a neighborhood within 300 feet of the property of such cabaret, he or she shall revoke the license of the cabaret without refund.
