806.04 WAITING PERIOD FOR LICENSE; WRITTEN PROTEST; REFUSAL OF ISSUANCE.
   No cabaret license shall be issued for at least seven days from the date of the receipt of the application therefor. If, within said period of seven days, a written protest against the issuance of such license is filed with the City Manager by a majority of the owners or occupants of structures located within 300 feet of any point on the property line of the property in which a cabaret is proposed to be established and maintained, and if he or she finds, upon investigation, that the establishment and maintenance of such cabaret will constitute a disturbance to the peace and quiet of the neighborhood within such 300 feet, or will be injurious or harmful to the morals of the children or people attending any church, hospital, school or public library within such 300 feet, the Director/Chief of Police shall refuse to issue such license.
