690.01 FIREWORKS.
   (a)   No person, except as hereinafter provided, shall set off, fire or make use of, for the purpose of explosion, any fireworks within the City.
   (b)   No person, except as hereinafter provided, shall sell, keep for sale or store any fireworks upon his or her premises within the City.
   (c)   The Director/Chief of Fire of the City, or his or her duly authorized agent, is hereby authorized and directed to search any premises within the City where he or she has probable cause to believe that fireworks are stored and kept in violation of this section.
   (d)   Any person, after obtaining a permit from the Department of Fire, may display fireworks at a suitable place within the City for the entertainment of the public. The place of display shall be policed so as to ensure the safety of the public and surrounding property. An expert who understands fireworks and how to discharge the same shall be in charge of the display.
   (e)   When a permit has been obtained for the purpose of having a special display of fireworks as provided in subsection (d) hereof, the fireworks may be purchased through a local dealer, provided that such local dealer will not have such fireworks stored on his or her premises within the City for longer than twenty-four hours before the same are delivered to the place where the display is had.
