No person shall willfully cast, throw, dump, place, build, erect or deposit within the water lines of any river, creek, stream or watercourse in the City any cinder, stone, iron, brick, dirt, wood or other material of any kind which in any way narrows the channel or hinders or obstructs the flow of water therein.
