No person, being a passenger for hire, to whom has been issued a nontransferable ticket valid in full or part payment of fare for passage upon any public conveyance operated upon the same or any other line or route, and no person into whose possession any such ticket may come, shall sell, barter, give away or otherwise transfer the same, and no person shall offer for passage any such ticket which was not issued to any person so offering it.
