In addition to the provisions of Section 630.07, whoever violates or fails to comply with any of the provisions of this chapter relating to unlawful practices, any rule or regulation pertaining thereto adopted by the Commission of Human Relations or any order of the Commission, shall be subject to the penalty provided in Section 202.99. However, where an order of the Commission is limited solely to the imposition of a fine, the payment of a fine under this section shall not constitute compliance with an order of the Commission.
