614.50 ANIMAL CONTROL OFFICER/DOG WARDEN; AUTHORITY.
   (a)   The City Manager may appoint a qualified person or persons as an Animal Control Officer/Dog Warden for the purpose of enforcing the provisions of this chapter, PA Dog Law and the Pennsylvania Rabies Prevention & Control Act of 1986. An Animal Control Officer/Dog Warden shall, among other things, have the duty to take up and impound all dogs, cats and other domestic animals running at large, to safely keep and deposit such animals in the City Kennel or its authorized agent, and enforce the ordinances prohibiting cruelty and prescribing sanitary enclosures for animals.
   (b)   The Animal Control Officer/Dog Warden or any other law enforcement officer is authorized to enforce the provisions of this chapter, PA Dog Law and the Pennsylvania Rabies Prevention & Control Act of 1986. In carrying out such duties, the Animal Control Officer/Dog Warden may issue a citation to any person violating the provisions herein if the Animal Control Officer/Dog Warden sees the violation.
