614.34 SANITARY ENCLOSURES REQUIRED.
   (a)   All pens and enclosures where animals are kept and maintained shall at all times be kept free of an accumulation of animal waste or other filth and shall be cleaned or sanitized as often as is necessary to control noxious odors and to prevent the infestation of flies, ticks, fleas, parasites, insects, rodents and other vermin. It shall be unlawful and an offense for any person to keep or maintain animal enclosures in such a way that they become an annoyance or nuisance to others on adjoining properties or a threat to the welfare of the animal or animals so enclosed.
   (b)   Any health officer, animal control officer, code enforcement officer or peace officer, upon complaint of any person, shall inspect any structure or place where an animal is kept, and may do so on his or her own initiative. He or she may issue any such reasonable order as he or she deems necessary to the owner of the animal to cause the animal to be kept as provided in this chapter or in a manner so as not to constitute a nuisance. He or she may make a complaint before the local magistrate against any person for violation of any provision of this chapter or of any such reasonable order, but this procedure shall not abridge the rights of others to make such complaints.
