No person shall:
(a) Break or attempt to break into the City Kennel, or take or let out any animal there from. Such action may be prosecuted by this chapter. Prosecution under this chapter does not preclude prosecution under any and all existing laws.
(b) Take or attempt to take from any officer or employee of the City any animal taken into custody as provided by this chapter.
(c) In any manner interferes with or hinders the Animal Control Officer/Dog Warden, Police Officer or other City employees in the discharge of his or her duties relating to the taking into custody and impounding of animals as provided in this chapter.
(d) Let any animal out of any trap or damage any trap owned by the City.
