(a) No person owning or having in his or her custody any animal shall violate any laws, rules, or regulations of the State of Pennsylvania Dog Law applicable thereto or the Pennsylvania Rabies Prevention and Control Act of 1986 (Act 181- 445). Where provisions of the laws, rules, or regulations of the State of Pennsylvania are less restrictive than the provisions of this Code, the latter shall govern.
(b) Nothing in this chapter shall be construed to permit any person to possess, keep or maintain any animal in violation of any other ordinance of the City.
