During a period of public disorder, the City Manager may require the closing of bars or establishments where alcoholic beverages are sold or otherwise prohibit the sale of alcoholic beverages. No person shall neglect or refuse to close an establishment, open an establishment before the time appointed for opening, or sell alcoholic beverages in violation of an order issued by the City Manager under authority of this section.
