484.01 ESTABLISHMENT OF ZONES.
   (a)   Parking meter zones are hereby established within the districts or upon those streets or parts of streets described in existing ordinances of the City, which are hereby made a part of this chapter by reference, in which zones the parking of vehicles upon streets shall be regulated by parking meters, which meters shall be in operation to measure the parking time of parked vehicles between 9:00 a.m. and 5:00 p.m. every day, except Saturdays, Sundays, holidays and snow emergency days. For purposes of this chapter, "holidays" means any national or State proclaimed holiday when the offices at City Hall are closed in recognition thereof, and "snow emergency days" means any day proclaimed by the City Manager or by the Commonwealth of Pennsylvania as a show emergency day which requires the closing of the offices at City Hall and which shall remain in effect until officially lifted, and any other days that City Hall is closed.

   (b)   The Manager of the Bureau of Parking is hereby authorized, subject to the removal by Council by amendment of such ordinances and regulations, to establish parking meter zones at other locations upon those streets or parts of streets where it is determined, upon the basis of an engineering and traffic investigation, that the installation of parking meters is necessary to aid in the regulation, control and inspection of parking vehicles.
