(a) If any pedalcycle is found in a street of the City without a license identification tag as required by this chapter, or with a mutilated or altered serial number or no serial number stamped on the frame of the pedalcycle, it shall be prima-facie evidence that such pedalcycle is being operated without proper registration and such pedalcycle shall be impounded as hereinafter set forth.
(b) If the operator of any pedalcycle violates any of the provisions of this chapter, such pedalcycle shall be immediately taken and impounded by the Department of Police and shall be held by the Department for a period not exceeding ten days, to be determined by the Director/Chief of Police. If any pedalcycle is found in a condition described in subsection (a) hereof, the Department shall take possession of such pedalcycle and hold the same until proper ownership is proven.
