In the case of loss or destruction of a license tag or registration card, a duplicate tag and/or registration card shall be issued, for a fee hereinafter set forth, to the registered owner of the pedalcycle involved, provided that such owner gives satisfactory proof of such loss or destruction, either by affidavit or otherwise, to the Department of Police.
