The Department of Police shall provide a license tag each year, together with registration cards, which tags and cards shall nave numbers stamped thereon in numerical order, beginning with number one, and indicating the year for which the same are issued. Such tags shall be suitable for attachment upon the frame of the pedalcycle. The Department shall issue to each owner one tag, which shall be attached by the Department to the frame of the pedalcycle, and shall issue a corresponding registration card to the owner upon payment of the license fee and upon inspection approval hereinafter provided for. Such tag shall remain attached to the pedalcycle for which it was issued during the existence of such license. The Department shall also keep a record of such registration and give a copy thereof to the Director/Chief of Police of the City. The operator of the pedalcycle shall display his or her registration card, or produce satisfactory proof that he or she has such registration card, upon the demand of any officer of the Department.
